Conducted approximately 70 public presentations to achieve plan adoption at the city and county government levels.
Assisted in the creation of a wild and scenic river management plan that established a protection framework and intergovernmental coordination for river management.
Conceptualized and managed the creation of a One Water Master Plan for the City of Winter Haven that integrated policies and programs from multiple departments to meet multiple social, economic and environmental goals for the community. An interdepartmental team was Sapphire Necklace, which envisions the creation of a string of wetland storage natur within an area drained by a large ditch in order to store, treat and recharge water while providing recreational, development and scenic amenities.
Conceptualized and supervised the creation of a stormwater utility that generated revenue for nature based water quality and flood improvement projects.
Created policy language for the conservation and water supply elements that were adopted by the City Commission and created ordinance language to implement plan changes.
Created language for a dock ordinance, lake setback ordinance, water quality protection ordinance, and redevelopment stormwater ordinance.
Developed and conducted approximately 120 conference presentations on the sustainable water approach and approximately 50 presentations to community groups and businesses about water resources. Recent highlights include presentations to the American Planning Association Water Network, Florida Water Resource Conference, Coastal and Heartland National Estuary Partnership, Florida Water Environment Association, Central Florida Resiliency Summit, and Florida American Water Resource Association.
Awards include the National WateReuse Community Champion Award, Florida Stormwater Association Outstanding Achievement Award, Florida Lakes Management Society Richard Coleman Award, the Ancient Islands Sierra Club Dedication Award, and the Polk Livable Communities Award.
